Leon was an ATLANTIS corporation defector. After fighting in the Scrap Town Thunderdome arena and losing the fight against Ryzy he decided to desert his duties as a guard for the corporation.(S2E13)

After having lost in an arena battle, the following day after his desertion he purchased a firearm from Sten the gunsmith, and had an Atlantis retainer come searching for him. Its not that they value their workers more so that they wish to make a clear statement that you do not abandon your duties. When the guard appeared most Scrap Towners feigned ignorance of him hiding there but he was eventually tracked down with the intention to arrest him.
As observers saw him being forcefully led off several locals approached in protest to the abuse. When the guard made it clear his patience had expired Leon told him to shoot him but this was the drop for Trey. Aiming his firearm towards the guards head from behind he took the shot. Having no sympathy for any corp he made a decision of compassion towards the freedom of this individual instead of the life of someone imposing servitude.[1](S2E14)
No rest for the escapee an armed guard forming something of a small army of black clad mercenaries came hunting him down. They barged into Scrap Town barking orders and searching, seeing little cooperation they were eventually successful in tracking down and executing poor Leon. Causing unrest in Scrap Town they also arrested Trey, leading him off to The Upper City to be questioned and possibly judged as to his involvement.
The body of Leon was to be disposed of at the hospital but was instead consumed by Savire Vay the spider lady and medic. What may seem barbaric to some, others may be thinking more in the lines of not wanting to waste any precious protein.(S2E15)
